Job Description
Provide day-to-day oversight of contractors performing maintenance activities for the residency area. Manage field maintenance service contracts, interpret contract provisions and provide technical guidance to contractors and field staff.
How you will contribute: - Contract Development: Develop contracts according to scope for assigned program area.
- Contract Guidance and Support: Provide contracting advice and support to others in the area of contract management. Provide support and analysis to leaders to assist in determining what contracts exist to accomplish work and provide input to different contracting approaches.
- Contract Management: Oversee and evaluate performance of contract work according to specifications. Monitor and review activities and progress. Communicate with contractors and respond to questions or issues that arise.
- Contract Management: Oversee, evaluate and document contractor performance and progress to ensure work is performed according to contract. Review, inspect and verify completed work based on contract specifications and provisions. Communicate and meet with contractors to discuss contract questions and resolve conflicts. Review and respond to citizen concerns and complaints regarding contract relation issues. Measure and calculate quantities for payment. Review and communicate safety issues to contractor to assure safety of workers and the traveling public. Conduct utility relocation reviews prior to and during work activities. Coordinate and conduct project showings and preconstruction conferences. Pursue resolution of disputes and provide support on claims.
- Contracting Processes and Procedures: Follow established processes and procedures in all phases of contract development and monitoring. Provide support in overall contract planning, development and implementation.
- Emergency Operations: Assist in the development and management of snow removal and emergency operations contracts. Coordinate contract forces to meet established guidelines on snow and ice removal from roadways. Document and address contractor performance issues. Notify management team if any corrective action is taken or needed. Calculate and verify contract pay items.
- Maintenance Contract Development: Scope, compile and review maintenance and emergency response contracts. Develop and recommend improvements to contract services. Secure field data to formulate and scope maintenance services, roadside contracts, pavement schedules, guardrail repair or replacement, RAAP and SAAP contracts. Develop maintenance contracts from bidding stage through final contract payment. Present cost estimates and make or buy analysis to management team. Track guardrail damage and collect information from county and state agencies. Provide estimates and documentation for reimbursement of guardrail repair expenditures. Assist residency in completing investment and service recommendations, performance and needs assessments, and outsourcing recommendations. Respond to audit findings and resolve irregularities.
- Reporting and Systems: Update and maintain records, reports and systems related to assigned contracts.
- Time Management: Demonstrate ability to manage several assignments at the same time, working through subordinate staff. Occasionally will need to perform tasks outside of normal role of responsibility. Encourage team building environment among staff and in the execution of duties. Keep staff and supervisor updated on important developments and on work assignments.

- Knowledge of supervisory principles and practices to include performance management and discipline.
- Skill in the use of computers and software applications.
Minimum Qualifications: - Ability to develop contract specifications, scopes of work, engineering estimates, and perform mathematical calculations.
- Ability to develop, read, interpret, apply maintenance contracts, plans and policies.
- Ability to gather data and prepare reports.
- Ability to supervise, oversee contractors and crew operations.
- Knowledge of contract development, administration and management.
- Knowledge of federal, state, transportation rules, regulations and policies.
- Knowledge of procurement practices.
- Knowledge of roadway maintenance, construction operations, equipment and techniques.
- Skill in the use of computers and software applications.
- Valid driver's license.
Additional Considerations: - A combination of training, experience, or education in Business Administration, Public Administration, Engineering or related field desired.
- Experience developing maintenance contracts and monitoring contractor performance.
- Experience in contract administration and monitoring and supervising contract monitors.
- Experience with contract advertisement and bidding procedures.
- Knowledge of state permit process related to roadway construction and maintenance activities.
