Job Description:
The Michigan Department of Health and Human Services (MDHHS) is seeking a Business Analyst 5 to support critical public health systems, including WIC, KOHA, and EHDI . The ideal candidate will have deep experience in full SDLC participation, Agile methodology, requirements documentation, and compliance with SEM/SUITE and HIPAA standards. This role includes mentoring junior analysts and collaborating with cross-functional teams to ensure timely and accurate system enhancements.
Specialty Areas:
• Systems & Business Analysis – Deep experience analyzing and documenting complex public health systems.
• Agile Practices & SDLC – Skilled in Agile ceremonies, sprint planning, and test-driven documentation.
• Compliance & Data Standards – Familiarity with HIPAA, SEM/SUITE, and Michigan-specific IT frameworks.
• Communication & Mentoring – Strong written/verbal communication and team collaboration skills.
• Tool Proficiency – Hands-on experience with Azure DevOps, test case development, and user story refinement.
Responsibilities:
• Work closely with stakeholders to gather and validate business requirements.
• Develop functional specifications, gap analysis, process models, and wireframes.
• Create test plans, test cases, and support User Acceptance Testing (UAT).
• Ensure compliance with HIPAA and Michigan SEM/SUITE methodologies.
• Participate in Agile ceremonies (daily standups, retrospectives, planning).
• Mentor and guide other Business Analysts on tools, techniques, and standards.
• Support post-implementation reviews and continuous improvement efforts.

Mandatory Requirements:
• Minimum 8 years of experience in business analysis on complex systems.
• Demonstrated experience with public sector IT projects (State or Federal).
